I'd argue that the primary issue with batteries right now is not the expertise but the cost. They need to be considerably more energy dense for their weight before designers can give us a wide range of vehicles to truly become mainstream, but a small automobile with ~100 miles of range will sell to a portion of the market house removal well at the right cost. & I imagine Volts would get bought up like crazy if their 40 mile electric only range only commanded a few thousand dollar premium in lieu of doubling the cost of the automobile.
