Wisconsin Considers Sweeping Energy Bill

Wisconsin Gov. Jim Doyle has introduced the state's Clean Energy Jobs Act.

He says the legislation would create at least 15-thousand "green jobs" in Wisconsin by 2025.

The bill includes accelerating standards for generation fuel from renewable sources and sets what he calls a realistic 2 percent reduction in annual energy consumption by 2015.

Doyle says that will keeps more energy dollars in the state, creating new jobs in construction, manufacturing and agriculture.

NUCLEAR BAN RELAXED

The Milwaukee Journal Sentinel reports today that the bill would also clear the way for construction of new nuclear plants by deleting a provision in Wisconsin's nuclear moratorium that requires a site for long-term disposal of spent nuclear fuel to be developed before any nuclear plant could be built.

But that would change drastically if another portion of the bill does not withstand legal scrutiny. Any nuclear reactor built in the state would have to be designed to serve the needs of Wisconsin electricity customers only, and language in the bill would nullify all of the nuclear power changes if a court finds the "Wisconsin only" provision unconstitutional.

RENEWABLE ENERGY

Utilities would be required to supply 10% of the state's electricity from renewable sources by 2013 -- two years faster than the current mandate.
